Make your own template controls
Drag grouped controls into the top bar for placement on multiple pages as "templates."

Thanks Bi-Roller, I that thought of that as well...it won't be easy to implement though. Also, how do you edit/delete these special controls? A right-click menu perhaps? Let's think about it! -

Right-click, delete would be great. The other issue is doing some kind of thumbnail/snapshot of the control to appear in the menu bar. Alternatively you could just put a generic icon with a user-selectable name. Like "MyApp Search" with a generic picture that says "Custom Template" or something.

I would keep the standard UI controls separate from the user defined controls. I suggest a user library where you can add your own controls or downloaded controls. This makes a search for your own controls easier.
I think of the 'Components' view in google sketchup where you can add your own libraries as an example.
Another possibility: use a tree like structure (can be moved in or out of the workspace)

This is a great idea, to keep it simple you could always add an extra button to the existing UI Library called Custom and show them there.
You drag the mockup you want to create a template for into the UI library and it maybe asks you for a name and maybe you can pick an icon.
To remove, you would just right click and delete. I see no need to edit, you could just drop a tempalte onto the page, change as needed and then drag it back up to the UI library. If you really wanted to get crazy, if they drag a template over an existing user control then it could ask you if you wanted to replace :).-
