Add layering tools to the toolbar
How about adding the layering tools (Bring to Front, Send to Back, ...) to the toolbar? After some heavy work, some of the elements might not be entirely visible so it's easier to find layering there (together with the editing tools)

Well, there are already keyboard shortcuts for that (see tooltips on layering icons) -
